NOTICE TO CONTRACTORS - Electronic Bids will be received until 10:00 a.m. on Thursday, January 16, 2020, through Bid Express® https://bidexpress.com for the construction of the County project listed below.
Proposals will be opened and read publicly at 10:01 a.m. on the aforementioned date at the St. Louis County Public Works Department Large Conference Room, 4787 Midway Rd, Duluth, Minnesota.
Read carefully the wage scales as they affect this project.
Minimum wage rates to be paid by the contractor have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.
READ CAREFULLY THE WAGE SCALES AND DIVISION A OF THE SPECIAL PROVISIONS AS THEY AFFECT THIS PROJECT
The Minnesota Department of Transportation hereby notified all bidders: in accordance with Title VI of the Civil Rights Act of 1964 (Act), as amended and Title 49, Code of Federal Regulations, Subtitle A Part 21, Non-discrimination in Federally-assisted programs of the Department of Transportation, it will affirmatively assure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded maximum opportunity to participate and/or to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, color, disability, age, religion, sex or national origin in consideration for an award;

A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency."

Proposal/Plan Specifications may be downloaded through Bid Express® https://www.bidexpress.com . There will be no cost for plan/proposals, but bidders must register through Bid Express® prior to bidding and submit their bids electronically through Bid Express®. Bid Express® does charge for this service, and bidders are encouraged to register well in advance of the bid closing date if they have not previously done so.
Electronic bids must be accompanied by a corporate surety bond in an amount which is at least equal to 5% of the total amount, and may be submitted electronically through Bid Express® using Surety 2000 or InSure Vision Technologies, LLC, or as a hard copy by mail or other delivery method, either as a corporate surety bond or a certified check made payable to the County Auditor of St. Louis County.
If not submitted electronically, the proposal guaranty must be received at the St. Louis County Public Works Department, 4787 Midway Rd, Duluth, MN, 55811 in a sealed envelope marked clearly with the name of the bidder, type of work, and project number by 4:00 p.m. the day prior to the specified date of opening.
